Against the backdrop of the immense confusion surrounding the American military actions on Venezuela, the apprehension of President Nicolás Maduro, and the declaration by Donald Trump that the US will “manage” the country and “take back the oil”, a single fact remains evident – this establishes a truly chilling precedent.

A Dark Legacy and an Unprecedented Move

The United States possesses a dark record of interference, invasion and occupation in that part of the world, but this past Saturday morning marked its first major military attack on South American land. “US supremacy in this hemisphere shall not be challenged from now on,” Mr Trump declared.

The decision to unilaterally attack another sovereign country and abduct its leader – only a few days after he openly looked for a diplomatic solution – possesses far-reaching consequences. This ought to concern everyone.

A Nation Left in Limbo

Venezuelans have suffered under an oppressive, corrupt, and inept government under Mr Maduro, largely considered to have fraudulently won the most recent election. They now face extreme instability in the best case. Mr Trump has suggested that Maduro's second-in-command, Delcy Rodríguez would follow US instructions, and brushed aside prominent critic and Nobel prize-winner María Corina Machado as a viable alternative.

However, Ms Rodríguez, now the interim president, has so far adopted a posture of resistance – and other elements of the decapitated regime are considerably more radical.

The Superpower as Rogue State

A man who won power promising to abandon foreign wars now says he is “not afraid of boots on the ground”. Renaming the Department of Defense as the Department of War was more than posturing. He fails to perceive the world’s superpower as a international peacekeeper; he is converting it into a renegade nation.

He holds the view that the US’s might allows it to do as it wishes with little consequence: consider the strikes on Nigeria, on Iran’s nuclear facilities. He asserts that the oil resources of Venezuela means this new undertaking “will pay for itself”.

An Attack Without Legal Justification

George W. Bush launched the invasion of Iraq on a lie. But this action without legal basis came lacking any form of UN approval or the consent of the US Congress; Democrats were not even informed and say they were deliberately deceived in briefings. Mr Trump doesn’t seek to bend international norms, but to destroy them.

Set aside the implication this carries to leaders in Moscow, Beijing, and beyond, and consider the destination for America itself. While the raid reportedly killed 40 Venezuelans, including civilians, not a single US soldier was lost. Mr Trump’s increasing belief in his impunity will surely embolden more reckless actions.

The Stated Reason Versus the Real Aims

It is widely rejected the excuse that this is related to the drug trade. Venezuela is only a secondary pathway for cocaine; Mr Trump recently exonerated the past Honduran leader Juan Orlando Hernández for related criminal convictions. Mr Trump himself has been explicit that he is driven by the promise of energy wealth as well as a desire to project strength, the worldview of key officials, and the quest for a legacy as domestic popularity wanes.

World Leaders' Silence and a Weakened UN

The worldwide reception, especially in Europe, has – with notable outliers – been shockingly muted. That’s not because of Mr Maduro’s sins, but trepidation regarding Mr Trump’s wrath. The strong reaction from UN Secretary General António Guterres was welcome, but this episode highlights the UN's diminishing clout.

Mr Trump’s anti-interventionist domestic base could yet press him to redirect his gaze inward – but rising medical costs, financial discontent and distracting files fuel his desire for external drama.

It has been less than 12 months into his four-year term. The international community may come to rue the day if they remain quiet at this juncture, considering the potential next target.
